I have been looking through several COE campgrounds. As far as I can tell, it is free boondocking in most of them with no hookups. Would be good for an overnight or if you're self-contained enough to stay. They are very nice parks and quiet. Electricity and water are reasonable for off season. Please be sure to look through their sites to make sure. I would hate to get someone in trouble.
